The Priority Mail Express and Priority Mail Express International services offer date-certain, postage-refund guarantees.

Note: Delivery guarantee refunds cannot be processed until the package is marked as Delivered.
Priority Mail Express International
USPS only offers delivery guarantees for certain countries:
- France (does not include Corsica and Monaco)
- Hong Kong
- New Zealand
- Republic of Korea (South Korea)
- Spain (does not include Canary Islands)
- United Kingdom of Great Britain and Northern Ireland
When calculating the delivery speed, USPS uses the total time of the shipment minus the time that package spent in the foreign country's customs process to determine if the package qualifies for a refund. If the duration of time from the acceptance tracking scan to the customs tracking scan plus the duration from the last customs tracking scan to delivery is over 5 days, USPS will offer a refund on that shipment.
If the package isn’t marked as Delivered and is lost in transit, the money-back delivery speed guarantee no longer applies, and you'll have to file an insurance claim instead to recover the cost of the postage. Priority Mail Express comes with $100 of insurance from USPS, and Priority Mail Express International comes with $200 of insurance.
